o    Following last Friday’s late rally in S&P’s most overseas markets were strong, save Japan (Goldman cut forecasts for Japanese growth as their trade surplus shrank unexpectedly).  With the FOMC meeting tomorrow, speculation about “QE2” (Quantitative easing round 2) has been rising, as options for fiscal stimulus are off the table for now, even as the need to “do something” to counter stubborn unemployment grows more insistent. At any rate, the risk trade was (almost) back on. There was one fade of 7 points shortly after the open; otherwise the entire session was spent with a quiet underlying bid which held prices firm. However, there was not enough enthusiasm to drive through the resistance at 1129.20 (6/21 high). Volumes were light as investors seemed content to wait on the Fed.

o    By the close, all 10 S&P Industry groups were up on the day, with Telecom (up 1%) the strongest and Healthcare the weakest (up 0.4%). In individual stock action, the homebuilders did well as DHI rose 4.3% (Deutche Bank upgrade), along with MTH (up 6.8%) and RYL (up 7.8%). Tech had a few decliners with HPQ off 8% and DISH down 10.2% (reported good earnings, but lost rather than added to subscribers, missing the mark by 148k).

o    Rates Commentary

·         An extremely quiet summer session in US Treasuries today with many investors awaiting tomorrow FOMC announcement and any quantitative easing measures.  Treasuries came off their high early in the New York session and settled into a tight range throughout the remainder of the day on very quiet flows. At 3PM benchmarks were mainly lower in price with the exception of the 10 year.  10/30s continuing its recent steepening trend closing the day at 118.4bps.

·         Tomorrow the August refunding auctions will start with the Treasury's sale of $34Bln 3 year notes ($24Bln 10s and $16Bln 30s Wednesday and Thursday respectively), the auction will be followed shortly thereafter with the highly anticipated FOMC announcemen

o    Although Trading activity was extremely low today due to vacation schedules, we are still better to buy in the short end of the market. The Healthcare sector and other Consumer, Non-Cyclical’s were a large part of today’s anemic volumes. Three of the top five trace volume names were in that sector…BEC, HOLX & OCR

o    Mixed volume to open up the week as new issues again took the spotlight in an unusually active August as issuers rush to take advantage of the twin benefits of tight credit spreads and low absolute yields.  Over $6BN in issuance headlined by an upsized $2BN from APC (Ba1/BBB) at ~415/7yr (6.375%) which I originally was thinking low-7%, it was just last week that we were trading the APC 5.95 16 wrapped around $97 (6.55%) and this morning APC 6.95 19 was trading $103 (6.50%) down in the street.  So, not only no concession for this 5B name but aggressive pricing and upsizing at that.  WLP (Baa1/A-) was also in the market with little (but some) concession, we were active in both tranches (10yr came at +155, 30yr at +187.5) and went out better buyers, 5bps better on both.  After a dismal non-farm payroll number Friday, today's deals, especially that of APC, went to show that there is cash to be put to work in IG corporates and buyers are ending up with no other choice but to buy the new deals when they come.
